Stakeholder consultation on inclusive growth and structural transformation in Lao People's Democratic Republic identifies opportunities for achievable and sustainable agricultural growth

CAPSA and the Ministry of Agriculture and Forestry (MOAF) of Lao People's Democratic Republic jointly conducted a fruitful consultation on 29 November 2013 in Vientiane on strategies for inclusive growth and structural transformation. The stakeholder consultation supported embarking on a strategy for revitalization and diversification of agricultural production in Lao PDR, taking into account key comparative advantages offered by different regions, resource endowments and their productive potential. Participants noted, however, that inclusive growth will not be realized through agricultural development alone. It will require linking agriculture to industrial and services sectors given the need to find productive employment for labour leaving agriculture, which is an inevitable outcome of structural transformation. The consultation agreed that policies should promote rural connectivity, opportunities for smallholders to participate in markets, investment in agriculture by public and private sectors, and sustainable agricultural technologies. An agricultural development strategy that relies on achievable and sustainable production targets could pave the way for such an inclusive growth process to take root in the country.
